**Description**
Quantum Sky is searching for an **Acquisition Program Manager-Financial Management** candidate to support the SSC/SYD 89's Combat Power Directorate's Space Electronic Warfare Operating Location (SEWOL) and Remote Modular Terminal (RMT) systems . SYD 89 of Space Systems Command is responsible for developing capabilities for fires, movement, and maneuver to preserve freedom of action in space. SYD 89 serves to align acquisition efforts and works under Space Systems Command to synchronize capability procurement and team with operational Mission Deltas.
The Acquisition Program Manager - Financial Management (APM/FM) serves as the financial execution lead for Space Systems Command program offices, integrating fiscal management, cost analysis, budget planning, contract financial oversight, and program reporting across multiple portfolios. This role ensures funding alignment with operational objectives, supports acquisition lifecycle milestones, and provides Government leaders with accurate, timely, and actionable financial insight.
The APM/FM works closely with SSC stakeholders-including Program Managers, Product Support leads, PK, FM, logistics, engineering, and external partners-to maintain financial health and enable strategic decision-making. The ideal candidate combines DoD financial expertise, strong analytical ability, disciplined program management, and deep familiarity with Space Force acquisition processes.
**Responsibilities:**
**Financial Planning, Programming & Budget Execution**
+ Develop, update, and manage Program Objective Memorandum (POM) submissions; prepare cost estimates, budget justification materials, and defend funding requirements.
+ Conduct comprehensive cost analysis, financial reporting, variance analysis, and metrics development to assess program execution health.
+ Oversee MD‑3 and associated portfolio financial requirements, including forecasting, obligation/expenditure tracking, burn‑rate analysis, and management of unfunded priorities.
+ Align funding with program schedules, acquisition timelines, contract deliverables, and lifecycle requirements.
+ Prepare, update, and maintain entries within CCaR and CAFDEx to support Government approval cycles and audit compliance.
**Acquisition Lifecycle & Contract Financial Management**
+ Support acquisition artifacts such as Acquisition Strategies, RFIs, RFPs, PWSs, contract modifications, source-selection documentation, and cost realism analyses.
+ Perform financial evaluations for contract actions, including proposal reviews, cost reasonableness assessments, and CFSR/CPAR support.
+ Track funding through PK/FM channels and CLIN structures; ensure accuracy, prevent stop-work conditions, and maintain audit readiness.
+ Coordinate, draft, and route contract modifications, obligation requests, and financial change documentation.
**Program Management & Executive Reporting**
+ Build and maintain program cost dashboards, monthly status reports (MSRs), CFSRs, execution trackers, and senior leader briefings.
+ Provide recurring executive updates to SSC program leadership, including financial health summaries, risk flags, corrective actions, and resourcing recommendations.
+ Conduct quantitative and qualitative analyses to support program trade studies, risk mitigation strategies, and strategic planning.
+ Support Integrated Product Teams (IPTs), logistics reviews, TO IPRs, sustainment working groups, and other recurring program forums.
**Logistics, Sustainment & Product Support Financial Integration**
+ Review sustainment cost inputs, sparing plans, provisioning data, logistics products, and sustainment documentation for completeness and financial alignment.
+ Support DSOR, upgrades, lifecycle cost planning, sustainment RFP development, benefit analyses, and product support budget assessments.
+ Integrate cost considerations into DevSecOps activities, rapid prototyping efforts, modernization initiatives, and fielding activities for space systems.
**Compliance & Governance**
+ Ensure program adherence to FAR, DFARS, DoD 5000 series, USSF financial regulations, and statutory/accounting requirements.
+ Maintain ethical stewardship over financial data, protect sensitive budget information, and support audit preparation and response activities.
**Stakeholder Coordination & Cross-Functional Integration**
+ Coordinate with PK, FM, engineering, logistics, contractors, and Government PMs to ensure alignment between technical requirements and financial planning.
+ Serve as the primary financial subject-matter expert for leadership engagements, program reviews, and cross-organizational working groups.
+ Support mission partners with cost data and financial insights to enable strategic decision-making across SSC and SpOC.
**Data Management & Financial Tools**
+ Maintain financial artifacts, trackers, spreadsheets, CCaR/CAFDEx data, documentation repositories, cost models, and decision-support tools.
