Job Title: Municipal Project Manager
Job Description
The Municipal Project Manager will serve as a trusted engineering consultant to townships and boroughs, leading a diverse portfolio of municipal infrastructure, land development, and stormwater management projects. This High-level role (12–15 years of experience) combines technical engineering expertise, client representation, project management, and business development to deliver high-quality municipal services across Pennsylvania and New Jersey.
Responsibilities
- Serve as the designated Township or Borough Engineer, acting as the primary municipal consultant and representing municipal clients in all engineering-related matters.
- Attend and actively participate in municipal meetings, presenting technical information clearly and advocating for municipal clients’ interests.
- Manage and review subdivision and land development plans to ensure full conformance with applicable municipal ordinances and regulatory requirements.
- Oversee stormwater management design, including detention basin rehabilitation, drainage system improvements, and related municipal infrastructure upgrades.
- Review and guide stormwater and drainage plans, including MS-4 program components and Pollution Reduction Plans (PRPs), on behalf of municipal clients.
- Assist with state and local permitting processes, including NPDES and other environmental and public works permits, ensuring timely and compliant submissions.
- Prepare comprehensive technical reports, feasibility studies, engineering assessments, and site development evaluations to support municipal decision-making.
- Provide construction support services, including contract administration, project coordination, permitting support, and project budget management throughout the construction lifecycle.
- Coordinate with public works departments on design and implementation of municipal infrastructure and public works projects.
- Develop and maintain strong, long-term relationships with municipal and utility clients by delivering responsive, high-quality engineering services.
- Lead and support business development efforts to grow municipal and utility engineering services, including securing new municipal clients and expanding services with existing clients.
- Collaborate with internal engineering, design, and field staff to ensure projects are delivered on time, within budget, and in compliance with all relevant standards.
- Utilize civil engineering design tools, including AutoCAD Civil 3D and related software, to support site design, grading, drainage, erosion control, and wastewater projects.
- Contribute to the firm’s strategic growth in public, private, and municipal work across Pennsylvania and New Jersey through technical leadership and client engagement.
Essential Skills
- Bachelor of Science degree in Civil Engineering or equivalent engineering discipline.
- 12–15 years of experience in municipal engineering, including municipal client representation and consulting for townships and boroughs.
- Extensive experience reviewing subdivision and land development plans for compliance with municipal ordinances and regulatory standards.
- Proven experience in stormwater and drainage plan review, including design of detention basins, stormwater infrastructure, and related public works improvements.
- Hands-on experience working with MS-4 programs, including development and review of Pollution Reduction Plans (PRPs) for municipal clients.
- Experience in public works design and municipal infrastructure projects.
- Active registration as a Professional Engineer (PE) in Pennsylvania.
- Strong project management skills, including contract administration, scheduling, budgeting, and coordination of multidisciplinary project teams.
- Ability to prepare clear, detailed technical reports, feasibility studies, and engineering assessments for municipal stakeholders.
- Experience working directly with municipal officials, boards, and committees, with the ability to present and explain technical information to non-technical audiences.
Additional Skills & Qualifications
- Experience with AutoCAD Civil 3D for civil and site design; some hands-on proficiency is preferred.
- Familiarity with civil design software such as HydroCAD for stormwater modeling and drainage analysis.
- Knowledge of site development, site planning, grading design, erosion control, and wastewater system design.
- Understanding of NPDES permitting requirements and related environmental regulations affecting municipal projects.
