Technical Project Manager – Finance & Property Tax Systems

Position Summary:
The Technical Project Manager is responsible for leading complex technology initiatives that support Finance, Accounting, and Property Tax operations within a government agency. This role serves as the bridge between business stakeholders, finance professionals, IT teams, and external vendors to successfully deliver technology solutions that improve operational efficiency, ensure regulatory compliance, and support accurate property tax administration.
The ideal candidate combines strong project management expertise with deep knowledge of governmental finance, accounting principles, and property tax processes. This position requires experience managing enterprise system implementations, process improvements, data integrations, financial reporting initiatives, and cross-functional technical projects.
Key Responsibilities:
- Lead multiple technical projects from initiation through implementation and post-production support.
- Develop project charters, business cases, work plans, budgets, timelines, and resource plans.
- Manage project scope, risks, issues, dependencies, and change requests.
- Monitor project progress and provide regular status updates to executive leadership and stakeholders.
- Ensure projects are completed on schedule, within budget, and aligned with organizational goals.
- Partner with Finance, Accounting, Treasury, Assessor, Treasurer, and Property Tax departments to identify business needs.
- Translate business requirements into functional and technical specifications.
- Coordinate with software developers, infrastructure teams, database administrators, and vendors to deliver technical solutions.
- Facilitate requirements-gathering sessions, process mapping, and workflow analysis.
- Support solution design while ensuring compliance with government policies and accounting standards.
- Manage projects involving property tax billing and collections, assessment and valuation systems, levy calculations, tax roll processing, financial reporting, general ledger integrations, budgeting and forecasting, revenue accounting, and tax distribution and apportionment.
- Ensure compliance with applicable state statutes, governmental accounting standards, and internal financial controls.
- Support audit readiness and documentation requirements.
- Coordinate system implementations, upgrades, migrations, and enhancements.
- Oversee unit testing, system integration testing, user acceptance testing, and production validation.
- Manage data conversion and reconciliation activities.
- Coordinate interfaces among ERP systems, property tax applications, GIS systems, document management systems, and reporting platforms.
