**Job Summary**
We are currently seeking a **Budget and Financial Management Specialist** . This position is a full-time opportunity located in the greater **Washington, DC** area.
Battelle's Infrastructure Safety and Security (ISS) business is pursuing a high-profile support program for a Department of Homeland Security (DHS) client. The scope of this program includes a full spectrum of research, development, test, and evaluation (RDT&E) support. As we prepare for this opportunity, we are actively recruiting highly qualified candidates for anticipated roles.
The Budget and Financial Management Specialist provides acquisition-focused financial management support to DHS, assisting with Planning, Programming, Budgeting, and Execution (PPBE) to ensure funds are used effectively and in compliance with federal laws, regulations, and DHS policies.
**Responsibilities**
As a Budget and Financial Management Specialist, the selected individual will provide financial and acquisition support to DHS programs across a range of technical and administrative functions. Responsibilities may include:
+ Providing acquisition-focused financial management support to ensure DHS program cost, schedule, and performance goals are achieved and acquisition requirements are met
+ Supporting Planning, Programming, Budgeting, and Execution (PPBE) activities to ensure funds are used effectively and in compliance with federal laws, regulations, and DHS policies
+ Acting as a liaison between DHS components, U.S. government entities, and private organizations on financial and acquisition matters
+ Providing limited procurement support, including market research and inputs for justifications, determinations, and findings
+ Assisting with contract closeout activities
**Key Qualifications**
+ Bachelor's degree with 10+ years of experience in budget and financial management
+ DHS T&E Level 1, DAWIA T&E Foundational Level 1, and/or CTEP (Certified Test and Evaluation Professional) certification
+ Proficiency in Microsoft Office tools, including Excel, PowerPoint, and Word
+ Proven ability to communicate effectively in both written and verbal formats with diverse stakeholders
+ Strong organizational skills and attention to detail, with demonstrated ability to manage multiple priorities independently
+ Active Secret clearance with ability to obtain DHS Suitability.
**Preferred Qualifications**
+ Experience supporting DHS programs
+ Active DHS Suitability
+ Experience providing assistance with program planning and oversight, exercise development and execution, and program evaluation
+ Experience with system-level analysis, system integration support, and understanding of threats and vulnerabilities
+ Experience with technical assessment and evaluation to support government technical experts in applying acquisition efforts and RDT&E toward accomplishing the DHS mission
**Compensation Data**
Battelle is committed to fair and equitable compensation practices. The salary range for this role is $145,000 - $165,000 per year, in addition to our comprehensive benefits package. A candidate's salary is determined by various factors, including but not limited to education, relevant work experience, skills, and certifications. Salary ranges may vary based on geographic location and market conditions.
