SummaryWorks under general direction of senior level management. Manages and mentors project leads and/or technical staff. Collaborates on key decisions and informs leadership and management of technical implications/requirements. Ensures processes and functions are completed and meet the stakeholder's vision.
Essential Duties and Responsibilities
+ Serve as the functional liaison between Federal Agency stakeholders and Agile delivery teams supporting a cloud-hosted enterprise digital services platform
+ Translate mission needs, operational workflows, and stakeholder input into actionable user stories, acceptance criteria, and prioritized backlog items
+ Collaborate with engineering, UX, data, and operations teams to ensure requirements are clearly defined and aligned with technical delivery plans
+ Facilitate backlog refinement, sprint planning support, and coordination of development priorities with program leadership
+ Support user experience improvements by collecting stakeholder feedback, analyzing platform usage patterns, and identifying opportunities to improve digital services
+ Participate in testing and validation activities to ensure delivered capabilities meet functional requirements and stakeholder expectations
+ Coordinate with program leadership to ensure development priorities align with mission objectives and operational needs
Supervisory Responsibilities
+ Manage and mentor project leads and/or technical staff.
+ Carry out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Required Qualifications
+ Bachelor's degree in Business Administration, Information Technology, Information Systems, Computer Science, or a related field
+ Eight (8) or more years of experience supporting federal IT programs, enterprise digital platforms, or mission applications
+ Minimum of four (4) years of experience in personnel management, matrixed team leadership, or project/program management involving coordination and oversight of work across geographically dispersed teams.
+ Demonstrated experience gathering and translating stakeholder requirements into user stories, functional specifications, or technical requirements
+ Experience working within Agile delivery environments and supporting backlog management and sprint planning activities
+ Experience supporting testing and validation activities including user acceptance testing or requirements verification
+ Strong communication and organizational skills with the ability to bridge business needs and technical implementation.
+ Ability to coordinate across technical teams, program leadership, and stakeholders to ensure clear understanding of requirements and priorities
Preferred Qualifications
+ Certified Scrum Product Owner certification or similar Agile product management credential
+ Experience supporting federal digital services platforms or user-facing web applications
+ Familiarity with DevSecOps delivery environments and Agile development tools
+ Experience supporting requirements traceability and backlog management using modern project tracking tools
+ Experience supporting programs involving multiple stakeholder organizations or distributed user communities
+ Military spouse

+ This position requires access to U.S. Government facilities and systems. U.S. Citizenship, a valid driver's license, transportation, and auto insurance are required.
