Summary:
The Program Manager for AGSG oversees the delivery and management of Managed Service Provider (MSP) programs for government clients, focusing on leveraging the XRM Vendor Management System (VMS). This role ensures that all aspects of the MSP program are executed efficiently, in compliance with government regulations, and aligned with the client’s strategic objectives. The Program Manager will act as the primary point of contact for assigned government clients and will manage all aspects of vendor relationships, program performance, and compliance. This role involves managing vendor relationships, ensuring compliance with government regulations, and delivering high-quality service to meet the specific needs of government agencies. The Program Manager will work closely with internal teams, vendors, and government stakeholders to drive program success, maintain compliance, and ensure the efficient operation of all MSP activities.
Key Duties and Responsibilities:
Program Management:
- Oversee the day-to-day operations of the MSP program, ensuring that services are delivered in accordance with contractual agreements and client expectations.
- Develop and implement strategies to optimize the use of the XRM VMS, ensuring it meets the client’s needs and facilitates efficient vendor management.
- Monitor program performance against key performance indicators (KPIs) and service level agreements (SLAs), and take corrective actions as needed.
Compliance and Risk Management:
- Ensure compliance with all relevant government regulations, including but not limited to labor laws, security clearances, and contractual requirements.
- Conduct regular audits and reviews to ensure adherence to compliance standards and mitigate any potential risks.
- Serve as the point of contact for government audits and inspections, preparing necessary documentation and coordinating responses.
- Identify and mitigate risks associated with vendor management and program delivery, ensuring that the client’s interests are protected.
- Maintain thorough documentation of all program activities, ensuring audit readiness and compliance with government reporting requirements.
Vendor and Supplier Management:
- Manage relationships with vendors and suppliers, ensuring they meet performance standards and deliver on contractual obligations.
- Negotiate vendor contracts, service level agreements (SLAs), and pricing to ensure value for the government client.
- Monitor vendor performance through regular reviews and implement corrective actions as necessary.
- Facilitate the onboarding of new vendors into the XRM, ensuring they meet all necessary criteria and compliance requirements.
Client Relationship Management:
- Act as the primary liaison between the government client and the MSP program, ensuring clear communication and a strong understanding of client needs and expectations.
- Conduct regular meetings with government stakeholders to review program performance, address concerns, and discuss future requirements.
- Ensure high levels of client satisfaction by proactively addressing issues and delivering solutions that meet or exceed client expectations.
Team Leadership and Development:
- Lead and mentor a team of program specialists and coordinators, fostering a collaborative, high-performance work environment.
- Provide ongoing training and development opportunities for team members to enhance their skills and knowledge in government program management.
- Coordinate with internal IT, HR, and legal teams to ensure seamless program delivery and compliance.
- Set clear performance expectations and conduct regular performance evaluations for team members.
Financial Management:
- Manage the program budget, ensuring all expenditures align with the financial goals of the program and the client.
- Track and report on financial performance, identifying opportunities for cost savings and efficiency improvements.
- Ensure timely and accurate invoicing, billing, and financial reporting in accordance with government requirements.
Reporting and Analytics:
- Develop and deliver comprehensive reports on program performance, compliance, and financials to government stakeholders and internal leadership.
- Utilize data and analytics to identify trends, make informed decisions, and recommend program enhancements.
- Develop and implement continuous improvement initiatives to enhance program efficiency and effectiveness.
Qualifications:
Education:
- Bachelor’s degree in Business Administration, Public Administration, Management, or a related field. A Master’s degree or relevant certifications (e.g., PMP, CSM) is preferred.
Experience:
- Minimum of 5-7 years of experience in program management, with a strong focus on government clients.
- Proven experience managing MSP programs or similar large-scale vendor management programs in a government or regulated environment.
- Proven experience in managing and optimizing VMSs, with specific expertise in XRM or similar systems being highly desirable.
- In-depth knowledge of government contracting processes, compliance requirements, and risk management practices.
Skills:
- Strong leadership and team management skills with the ability to motivate and develop staff.
- Excellent communication and interpersonal skills, with the ability to build and maintain strong relationships with government clients, vendors, and internal teams.
- Highly organized with strong project management skills, including the ability to manage multiple priorities and deadlines.
- Proficient in data analysis and reporting, with experience using MSP or VMS platforms.
- Strong problem-solving skills with the ability to identify and resolve issues quickly and effectively.
- Understanding of financial management principles, including budgeting, forecasting, and cost control.
Certifications:
- PMP (Project Management Professional), CSM (Certified ScrumMaster), or other relevant certifications are highly desirable.
Additional Requirements:
- Travel: Occasional travel may be required to meet with government clients, vendors, and other stakeholders.
Working Conditions:
- Work Environment: This position may be based in an office environment or remotely, depending on the client’s needs. Occasional on-site presence at client locations may be required.
