The Senior Program Analyst will support all aspects of Operations Division to include; projects and analysis of the organization's program requirement, interpret established policies and procedures, and regulations in conformance with established mission objectives and goals set by the PD and DPD. The program Analysts will provide the operations division with objectively based information for making decisions on programmatic aspects of organization operations by accomplishing a wide variety of assignments concerned with effectiveness and efficiency of programs. Knowledge of Planning, Programming, Budgeting, and Execution (PPBE) funding process, be able to track and report PD operating budget obligations and expenditures. Performs analysis of program/system/project implementation and execution in order to program funding and manpower resources accordingly. Makes analyses of all aspects of new or established programs objectives, policies, work operations and progress, resource estimates and utilization, program interfaces and other related matters. Attend Integrated Product Team (IPT) meeting and develop report and briefings to leaderships as required to support mission.
Performance of duties involve:
· Comprehensive knowledge of operating budget programs; high degree of analytical ability; knowledge of basic statistical, accounting, budget, and management techniques; programming resources required for assigned systems; analyzing effects and ramifications of recommended changes; and exercising ingenuity and inventiveness in devising solutions to problems.
· Determines "reasonableness" of program costs on the basis of established cost and performance standards or similar workload and program criteria.
· Coordinates with program managers and contractor support personnel to implement corrective actions and improvement initiatives.
· Participates in program reviews on substantive issue of moderate scope and impact to assess the effectiveness of program operations.
· Provides substantive management support services in the areas of program cost and analysis, annual and multi-year fiscal planning, development of annual work-plan(s), and/or contractual activity for PD/DPD programs which are interrelated and fairly stable in nature.
· Participates in developing and maintaining the annual operating budget and submission of requirements for POM submission.
· Distributes/reprograms all funds allocated in accordance within fiscal policy and ensures allocations within thresholds. Coordinates with PD/DPD, contracting officers, and BMD to identify problems, make corrections, additions, transfers, or other changes to costs to budget changes, or other reported data.
Essential Duties and Responsibilities:
· Provide overall acquisition support including:
· Participate on Integrated Product Team (IPT) coordination, collaboration, and synchronization activities
· Participate in reviews to assess alignment with program objectives and requirements and determine feasibility of execution within the defined program baselines; identify issues and concerns that warrant leadership action
· Review programmatic documents, prepare comments with rationale, identify key concerns with recommended action for resolution, and collaborate as necessary to ensure proper understanding
· Support Plan of Action & Milestones (POA&Ms), and prepare briefings to explain, defend, and advocate the program
· Collaborate/Coordinate with PD Division Chiefs to establish and implement Policies and Process Improvement within PD GFEBS
· Apply acquisition and program management principles to support program planning throughout the program life cycle, to include supporting long range planning that will be the foundation for the program Strategic Plan, Program Objective Memorandum (POM) development process, and other time sensitive requirements
· Perform cross-functional analysis of life cycle costs across acquisition, and budget documentation
· Lead and coordinate the technical evaluations of SI proposals, consolidating all feedback and returning findings to contract administrators via a Memorandum for the Record (MFR)
· Create schedule graphics for multiple briefings that helped to portray the tasks, events, and their associated dependencies in a more comprehensible format
Minimum Qualifications:
· 4 or more years of experience and a BA/BS or MA/MS degree
· 4 or more years of experience providing program analysis support for IT-based systems
· Working knowledge of DoD acquisition policies and processes preferred
· DoD DAWIA PM Level II Certification preferred
· Fully adjudicated Secret Clearance
Knowledge, Skills and Abilities:
o Experience in the full complement of program management and acquisition life cycle activities
o Understanding of DoD Acquisition and Life-Cycle Management policies and procedures including DoD 5000 series and service-specific guidance
o Ability to brief and defend schedules and info briefs/reports
o Ability to compute schedule metrics such as Baseline Execution Index (BEI), Critical Path Length Index (CPLI), and Hit/Miss Index
o Ability to meet minimum security clearance requirements
